Stock inletting needed...

I need the stock on my 700CDL SF .280Rem inletted out a tad more. Despite the gun's +$900 MSRP (not what I paid, thank God) it is not free floated (good job, Big Green). I can't squeeze tighter than a 1" group out of her with Hornady Superformance or Federal Premium .280Rem rounds...I know she is a 3/4-MOA gun no problem.
I do not have the tools nor the finishing stuff (wood sealer, lacquer, etc.) and was wondering if anyone can recommend someone or would be comfortable with a brief tool loan-out? Local smith is not taking any work right now...not even this relatively simple task. I can get my hands on wood sealer easy enough, but an inletting tool, not so much.

I will fear no evil: For I carry a .308 and not a .270

The barrel/wood contact is half way down the inletting and she ain't bedded yet. I'll begin loading for it as soon as I get satisfactory groups with good factory ammo. I like tight groups, even in hunting rifles.
1" is good for this gun...but 3/4" is better and very doable.
