I'm getting it too. On two computers, with Firefox or IE. Scroll works on my Android phone.
No issues on any other web page.

The problem must be coming and going. It started for me last night. 30 minutes ago it worked for the first time since last night, but it quit again. Now it's working.
Use your up and down scroll arrows. Must be a world wide cyber attack. My IPhone won't go to standby after the usual time, what 30 seconds?, It's staying lit up all the time. I can't find out what controls it. It started yesterday about the same time as this issue. It's a pain in the ass and it's running my battery down. The phone just stays active all the time.
Just for your info, I really don't think these issues are related, but when it rains it pours.

It is the scrolling bar missing at the right of the page; all other web pages have it.
Not all Ned, I've found a couple on here that also didn't have the scroll bar. But the computer's scroll arrows work great and I think they're easier to use than the scroll bar. You don't have to point at it with your cursor, just hit the up or down arrow with your finger. I may do this all the time.

My guess is some FedGov dweeb was picking his/her nose and flipped the new 'Shut Down the Internet" switch when he/she accidentally stabbed his/her brain with his/her booger hook. Either that, or the NSA super duper computer in Utah that grabs everything on the internet/cell phone/land line/satcom systems had a brain fart. Or just a denial of service attack by some gun hating mouth breathers.
