Mystery Apparatus

Can anyone identify this precision machined apparatus?  It resembles something that may be related to firearms or ammunition. The solid steel cylinders each mic out to .461” and weigh 16 grams. They are 1” in length. The brass piece swivels  around the  cylinder. Each cylinder has a hole drilled and symbols etched on hole face.

That’s my best guess. It’s not gun related.

It's a source of great pride for me, that when my name is googled, one finds book titles and not mug shots. Daniel C. Chamberlain
