Painting some sort of metal alloy - help

Hey guys, I'm fixing up mom's golf cart, and repainting the metal in the process.

The front bumper has me confused. All the metal on the cart is mild steel, except for the bumper. The paint is stripping off with a wire wheel VERY easily, and the bare metal is shiny.  I figured it was aluminum, but a magnet sticks to it. So I have no idea what kind of metal it is, and I'm worried if I just rattle can it, the paint won't stick.

No sparks are coming off when I hit it with the angle grinder like it does with steel. Any ideas what it may be made of and what I might try in order to paint it?
