I had no idea he was 82.
Seems like he once mentioned why he picked his forum name, and it had to do with being born in Texas, perhaps San Angelo. The Concho River runs through here, but I'm not sure that had anything to do with this forum name.
Gun control laws make about as much sense as taking ex-lax to cure a cough.

History:
(Wild Western#20/4 (fb) - BTS) - Billy Bivins' mother ran off with her son away from his father, Sam Bender. She instead married Jeb Bivins, who looked after the boy when she died soon after. However, Jeb was abusive to the boy.
(Wild Western#20/4 (fb)) - Billy developed a cruel streak, happy when hurting animals, but felt isolated as other children didn't want to play with him and he blamed it on his bullying stepfather. One day, one of Jeb's friends stopped by, the rogue fugitive Indian Gomez. Billy admired the gunman's killer reputation and listened to Gomez brag of his latest murderous crimes. When Gomez slept, Billy wanted to hold Gomez's guns and slipped one out of its holster. But Gomez woke and thought the buy was stealing, so he quickly lashed the boy with a bullwhip. Scared, Billy fired the gun and killed the fugitive. Jeb woke and, while shocked, hoped to steal from the corpse. Billy wanted to keep the guns, angering Jeb into violence, so Billy shot him dead too. Billy then dressed in Gomez's clothes, and took his guns and horse. For four years, he roamed Nevada, killing many out of sheer enjoyment and garnered a fearsome reputation as the Concho Kid, named after the conchos that decorated his stolen clothes. Barely an adult, he eventually rode into Butte County, which was protected by his forgotten father Sam Bender. The sheriff tracked Billy down, finding him in the woods where he had killed Gomez. The Concho Kid refused to surrender, so Bender shot him dead.

(Wild Western#20/4) - Bender recounted their encounter and what he'd learned of the Concho Kid, hoping that Billy had finally found the happiness the boy had long sought.
Comments: Created by uncredited writer, Warren Broderick (pencils & inks).
Although not shown on his outfit (you can barely see them on the hat), he was dubbed "Concho Kid" for the conchos (small, decorative, metal disks) he wore.
Interesting secondary-color scheme (purple and green) like the future Green Goblin.
