That's a political mine field.
Using force to dislodge them would give them legitimizing attention. Be better to quarantine those six blocks and give the quarantined area indefinite solitude. No press, no mention, no services, no one in or out, total isolation.

It's not a question of these terrorists having enough people to hold public property, but more of a question of a corrupt city council that refuses to enforce or uphold the law.

Are resident in the area that are not allowed to come and go?  Held hostage?
Most likely set up to force Law Enforcement or National Guard so they can be filmed taking the area back.  Go in, escort anyone that wants out peacefully, shut of power and water and let them sit there until they rot.

Much of the Seattle city council is on their side.  There was a city election not long ago, and I thought " finally", there's no way anyone could look around this cesspool and re-elect the people who got us here!

Lookup Kshama Sawant.  She just marched a bunch of them into city hall.  Re-elected.

There was a town hall televised where a lady raged at a council-critter about the bums pooping on her driveway.  The council-critter advised calling the police.

She shouted back that she did, "they told me they couldn't do anything until we get rid of you jerks".

The local news special is right, "Seattle is dying" I can assure you they are right.

Looks like the Capitol Hill autonomous Zone is where It begins. Early is partially correct. Does the rights of the homeowners and property owners simply vanish when those terrorists took over that area? If I lived there or owned property any action will end up with damage. Letting them rot inside the zone will assure every inch of that zone will be searched And looted  for food,  medicine, booze, drugs and anything else they want. You want a chilling thought of the future it this gets out of hand? There is a movie on Amazon prime called “sniper war”......

I don't think the city will get off that easily.  Once all city services are shut off and those buildings become unlivable, the terrorists will simply vanish into the night while torching everything (and I do mean everything ) in their wake.  The prospect of seeing six city blocks reduced to ashes has got to be giving nightmares to a lot of people (city council, etc), including elected officials in Washington.  They are surely asking themselves, where will they take over next, and what will we do then?
