That's a political mine field.
Using force to dislodge them would give them legitimizing attention. Be better to quarantine those six blocks and give the quarantined area indefinite solitude. No press, no mention, no services, no one in or out, total isolation.
Most likely set up to force Law Enforcement or National Guard so they can be filmed taking the area back. Go in, escort anyone that wants out peacefully, shut of power and water and let them sit there until they rot.

I don't think the city will get off that easily. Once all city services are shut off and those buildings become unlivable, the terrorists will simply vanish into the night while torching everything (and I do mean everything ) in their wake. The prospect of seeing six city blocks reduced to ashes has got to be giving nightmares to a lot of people (city council, etc), including elected officials in Washington. They are surely asking themselves, where will they take over next, and what will we do then?
