PA con amendments pass
History,
Post the Agnes flood the PA legislature voted in a emergency powers act expanding the powers for the gov in case of emergency. It is a really good idea to be able to move fast when a actual emergency requires immediate action. In the statute they provided that the powers could be revoked by the general assembly. The current dictator grabbed this pony and rode it hard. There is no way that post Agnes, anyone would have considered a governor to assume the role that he did. When the General Assembly voted to rescind the EP, after the nursing home death toll was determined to be the fault of Wolf and Rick Levine, the governor vetoed the removal of his added powers then took it to his lapdog PA Supreme court. They (correctly by letter but way of by meaning out of line) said that the statute does not override the constitution and left the gov to continue to rule by executive fiat. Arbitrarily closing businesses and letting others open. E.G...... His family cabinet making biz never shut down. Geissle had to close their doors.
Fast fwd until last fall.
The GA passed a constitutional amendment to limit the EP to 21 days, and then it may be extended by the GA. The passed another amendment to limit the scope of the EP so as the gov may not just re up the same thing over and over without input from the elected representatives.
In PA, an amendment must pass in 2 separate sessions of the GA. They did. Then it must be advertised, by the executive branch. That advertisement and the ballot question was worded to be as misleading as possible by the Ex branch.
The amendment then goes to the voters in a ballot question which stated that the amendment was worded in the most anti yes way possible and still be a question on the subject.
Both at this point look like they passed. Of course there have been voting machine "irregularities" as in R votes being turned D, ballots without bar codes.... ect ect... so even though the election is over, it is still up in the air.
