S 2188 - IMPORTANT!!!!

An NRA-ILA report dated March 16, 2112:

On March 13, U.S. Senators Mark Begich (D-Alaska) and Joe Manchin (D-W.Va.) introduced S. 2188, the "National Right-to-Carry Reciprocity Act of 2012." The bill is the Senate companion to H. R. 822, which was approved by the U. S. House last November by a vote of 272-154.

It's moving, slowly but surely, and with Democratic support, things are looking very good.

    I just emailed Senator Marco Rubio at his own web site and asked him to support this bill if it is honest in its provisions and has no "catches" to it.

    The key will be getting it past Harry Reid. He "plays both ends against the middle" on any type of gun legislation, in an effort to maintain a decent NRA rating, while supporting whatever back door restrictions he can get away with that his party always tries to slip under the radar. The establishment type senators in both parties are all 'wishy-washy' on gun topics, but Harry Reid is a sneak who has made a career of peeing in our shoes and telling us it's raining.

    I would expect him to publicly support it when his constituents are looking, while orchestrating a way to defeat it in a way that will give campaigning Democrats cover with their own constituents - like Pelosi did so many times in the House.

    For the second time in as many weeks, a national Right-to-Carry reciprocity bill has been introduced in the U.S. Senate.

    On March 20, U.S. Senator John Thune (R-S.D.) introduced Senate Bill 2213, the "Respecting States' Rights and Concealed Carry Reciprocity Act."

    Yeah I wrote him twice now. Wrote back both times...does not support bill. Won't be voting for Senator Bill Nelson. He doesn't support Keystone oil pipeline either.

    Wow! Introduced in the Senate by two Democrats no less. . .

    Got to wonder about the overall intentions here - Obama would be a fool to veto such legislation before the election. I wonder if the strategy might be for him to pass it prior to the election to take some of the pro-gun lobby heat off his back. Considering that CCW is pretty much nationwide anyway at this point, nationwide reciprocity would not really be much of a loss for him compared with the possibility of losing the election. This would be golden opportunity for him to say "See! Look! I'm not really anti-gun!", right before slamming us with a new and permanent AWB early in his second term.

    Now the topic of writing Boxer and Feinstein on the matter of supporting this bill. . .Do I even want to try to diplomatically bang my head against that wall?

    I find it confusing how this bill only applies to handguns that have traveled in interstate or foreign commerce, which appears to me to be an obvious misconstruction of the commerce clause in order to assume undelegated federal powers, and yet they call this "respecting States' rights".

    I also find the section on "severability" to be confusing:

    "(c) Severability- Notwithstanding any other provision of this Act, if any provision of this section, or any amendment made by this section, or the application of such provision or amendment to any person or circumstance is held to be unconstitutional, this section and amendments made by this section and the application of such provision or amendment to other persons or circumstances shall not be affected thereby."

    It looks to me like it says that if this bill is passed into law and is then ruled to be unconstitutional, it's still good law and shall not be affected by the ruling.

    I simply dont see the value of this law.

    You still wont be able to carry in IL
    Only covers states that:
    (A) has a statue that allows residents of the State to obtain licenses or permits to carry concealed firearms; or
    (B) does not prohibit the carrying of concealed firearms by residents of the State for lawful purposes; and


    and if you live in a state that doesnt issue CCW permits but lets anyone carry, you are completely screwed by the law because it doesnt help you.
    an individual who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm, and who is carrying a government-issued photographic identification document and a valid license or permit which is issued pursuant to the law of a State

    Maybe someone can enlighten me to the benefits of this law.

    And what does this mean?
    that has been shipped or transported in interstate or foreign commerce

    If I drive into a state with a Concealed Carry, is that considered commerce?


    The list of states with reciprocity now is huge...

    The same thing could be accomplished without a Law, the States that object to reciprocity with other States do so on the grounds that training / checks are not up to a certain standard, the check part is a crock, the Federal Instant check is very comprehensive.

    Establish a class and certification of background that every State approves of, and anyone that wants reciprocity can apply voluntarily, you are then issued a Nationwide ID respected in all States, regardless if your State issues a permit or not..... Obviously the permit will not be valid in any State where prohibited by Law...
