I don't recall ever seeing a de-capper- - - - -I usually just use my patch knife to work the cap back off the nipple if necessaary. About half the time it gets damaged bad enough that I save it for clearing the nipple before a reload.
Edit: Here's something that would work, and it's got an almost "period-correct" appearance that wouldn't look out of place in your possibles bag. It's from overseas, I just noticed, but several others like it are also available on thr same page.
I normally use a round or oblong piece of heavy leather...the larger of the punches on a rotary punch will make a hole that will hold a #11 cap nicely.. Just punch a number of holes around the edge of the circle to hold the number of caps you desire - the slit the the side of the hole closest to the edge - this allows you to put the cap on the nipple and pull the capper away, Also punch a larger hole in the center of the capper, pass a knotted thong through and attach it to your possibles bag strap

OK - my kind solution, will check for this. Leather idea sounds good too but would need to purchase material / tool so I think I'll just look for a cheap cap gun thing.
