  Right. This how it works in the law. Not sure what effect that has on a state expanding it's Medicaid rolls though.

  There are no provisions or funding for the feds to run exchanges, the whole idea of this pie in the sky plan was to push it off to the states. If the states refuse to set up exchanges, they won't happen. There are no Fed exchanges, there are only state created exchanges run by the Feds in the plan.

  The Feds only fund the state plans for around four years, then dump the ENTIRE COST of the exchanges on the states which blows the state budgets up like a helium balloon. If the states don't set up the exchanges, the Feds have to do it and run the exchanges forever; win for the states. Taxpayers foot the bill either way, though.

  Don't know what the situation is where you guys live but our Medicaid program is already facing a multi-million dollar shortfall. Despite having a niggardly threshhold to even qualify, if you don't have kids. The expansion would add 1/4 more folks. Or so I'm told. Our Dem Gov has been wishy washy about it and now he's term limited. The Repubs took over as a majority in the statehouse so we'll see.

  Won't the funding for the fed programs be controlled by the H of R where all funding supposedly originates? Good luck getting a Republican-controlled House to fund those federal exchanges!
