PA won't set up Obamacare exchange
Ya know, this state {expletive deleted} me off, then turns around and does the right thing. Nail #12 in Obamacare.

It's boring, and your lack of creativity knows no bounds.

Right. This how it works in the law. Not sure what effect that has on a state expanding it's Medicaid rolls though.

The Feds only fund the state plans for around four years, then dump the ENTIRE COST of the exchanges on the states which blows the state budgets up like a helium balloon. If the states don't set up the exchanges, the Feds have to do it and run the exchanges forever; win for the states. Taxpayers foot the bill either way, though.
