  The MP7 is a submachinegun...the M-16 is a rifle that is capable of full auto fire....two different classes of firearm. However, both of them are subject to the restrictions of NFA 1934, GCA68, etc etc etc.
  
  That being said...you, as a civilian, can indeed buy and possess either (Assuming you can find a Class III dealer that has an MP7 to sell to you) AND...assuming that you comply with the BATF procedures to acquire on AND the state in which you reside allow you to possess fully automatic firearms. Additonally, you must have a budget that allows you to acquire such an embarrassingly expensive firearm. ALSO, the MP7 is chambered for the 4.6 X30 mm cartridge...not something you're going to find laying around at the local gun store...
  
  I suspect that H&K is making isn't making a readily accessible to civilians, semi-auto version of their firearms, because they are doing just fine selling their full-auto variants to governments and law enforcement agencies... (to the best of my knowledge, the only U.S. forces that are using the MP7 is the Naval Spec War Development Group) On the other hand, the AR-15 platform in it's civilian variants has become possibly THE most popular civilian owned semi-auto firearm of the century.

  Because you ,as a law-abiding citizen, have to play by the rules...narcoterrorists/drug cartels aren't famous for their respect of or compliance with the law...
  
  You can get (or build) an AR in any number of short, light platforms in carbine or handgun confugurations that will do nicely for your home defense needs....

  Don't firearms made after certain date have to have a percent of their parts manufactured in the US?
  
  So folks like Glock, Sig Sauer and so make them here or at least assemble them here using the required amount of local parts and HK only makes or assembles a very limited inventory of guns here and imports the German made neat toys to sell only to government agencies.

  If this post is non welcomed, I can always give you a recipe for making "tostones".

  Partially correct. Ones made after a certain date with certain features (semiautomatic) need to have a certain amount of parts (10) made in the U.S.
