Learned something new today and then did some independent research on the matter....
It was the Clinton administration that took the hash road and made the casualty rate for border crossers to exponentially increase, while leaving the majority of the border unprotected. The 1994 Strategic Plan for Border security called for a stoppage of illegal immigration through the known safe urban routes and force Immigrants to choose the dangerous deserts areas for crossing into the US. It was supposed to be Control through deterrence . While it did initially deter the large masses of Immigrates, it cost the Nation more. The cost of body recovery, identification, and return to origin has steadily risen since then.
