Dude, you need to calm down. As I stated before....this is NOT "the law, this is the SXSW film festival. If they require propeller beanies, you're pretty much going to have to get yourself a propeller beanie to be a member of the club. Frankly, I wouldn't bother but, since you get to wear a hat, maybe this would be the club for you...
The requirement by the states are another matter, but do also often allow for head coverings if required by a religion. They're not getting special treatment, their religious affiliation and requirements have been accommodated. As Jayhawker stated, if your religious affiliation required it, you too would be eligible for 'special' treatment.

Nuns are allowed to wear their habits in their driver license photos. Some Christians are even allowed to get their state ID's without their photo on them at all. How is that fair? Freaking Amish!
