    POTUS can't pass a law if he doesn't get it. Load Congress.

    Look what Obammy has gotten away with his policy decisions. A lot being contested in the courts too.

    States and cities can do it and have in some places. POTUS has a lot of influence and the power to Veto or not whatever Congress puts on his desk. Only if one party has a majority big enough to override a POTUS Veto would it make a lot of difference the way Congress has split lately.

    All they have to do is threaten to pull all the federal dollars out of that city/state and they can get just about anything they want. "Fine, no tax to support the health and well being of your citizens? Then we are pulling all federally funded welfare dollars." Imagine the chaos they would unleash by cutting off the leaches of society. ....... Far fetched right.....
    Aim higher, or get a bigger gun.

    The future laws aren't the problem, it's how the court interprets the laws we already have that is what's worrying us.
    It's the court picks that's the problem.
