conversion cylinder

Bought the Howell cylinder for my 1860 Army and it arrived today. I dissembled the the revolver and installed it, tried to pull hammer back and it just locked up.
Started checking it out and realized that the cylinder stop was not dropping down fast enough to allow the cylinder to move.
I measured both of them and the BP cylinder measures 1.535 and the 45 cylinder measures 1.557, looks like that is enough difference to lock it up. Close but not quite there.
